Historical background on Batlagae Trust
The Batlagae [1] Trust was set up in 1991 by the Oversight Committee of the
NCCR[2], the organisation was established by the Liberation Movements and the South Africa Council of Churches to assist with the re-integration of political exiles after the unbanning of the Liberation Movements in 1990.
While the general re-integration of returnees was the responsibility of the NCCR and the UNHCR, the Batlagae Trust was given responsibility for educational re-integration of returnees.
The Trust’s terms of reference were:
The trustees were drawn from the Liberation Movements and the Churches. John Samuel represented the ANC, Michael Corke, the principal of St. Barnabas College, was the Chairperson of the Board from 1991 to 1998. Since then Barbara Watson has replaced him. John Samuel and other members of the original Board have resigned and have been replaced by others.[3]
Mohammed Tikly served as Executive Director of the Trust from 1991 to 1995. During this period the Trust’s staff complement of six Johannesburg-based workers, implemented the following activities:
Between 1992 and 1996 bursaries were provided for approximately ten thousand learners ranging form nursery to postgraduate level. Beneficiaries were drawn across the whole country.
In addition to receiving funds for fees,
books and transport, bursary holders were also given assistance in instances
where their foreign qualifications were not recognised in
To integrate the large number of very young
returnee children, particularly those from the nursery and primary section of
the Solomon Mahlangu Freedom College (SOMAFCO), the Batlagae Trust established
the
The former Transvaal Department of Education bore the basic costs, such as, staff salaries, while the Batlagae Trust was responsible for renting the premises and maintaining the former exiled pupils. From 1995, the Gauteng Department of Education took full responsibility for the school.
The early 1990’s were characterised by
politically motivated violence and instability. Returnees, particularly the
young, experienced trauma and stress which often affected their learning. The
Batlagae Trust established the Yeoville Educational Polyclinic between 1993 and
2000 to provide psychological and academic support to returnees and other
disadvantaged learners from pre-school to high school level in the
At the request of the ANC, the Batlagae
Trust facilitated the transfer in 1992 of documentation and artefacts from
Somafco in
The Somafco Collection forms a rich history of the period of Somafco’s existence from 1978 to 1992 and exemplifies the determination and resilience of many thousands of political exiles that struggled against the apartheid system.

Project
Also at the request of the ANC, the Batlagae Trust launched the Somafco Research Project to capture the history of Somafco and assess the impact Somafco had on those who were learners or workers there, as well as on Tanzanians.
In 1997,
the Batlagae Trust commissioned the University of Fort Hare’s Govan Mbeki
Research and Resource Centre to write a book on the History of Somafco.
Professor Sean Marrow and two postgraduate scholars, Brown Maaba and Loyiso
Pulumani, have produced a 200-page manuscript entitled Education in Exile:
SOMAFCO, the
The researchers used the Somafco Collection available at the University of Fort Hare for their research. Apart from using the Somafco Collection they also carried out a wide-ranging programme of oral interviews with ex-students, teachers and administrators of SOMAFCO, as well as with Tanzanian officials and local people who lived around the school and around the Dakawa and Mazimbu settlements. These interviews comprise a unique repository of material in SOMAFCO.
Funds
The Nordic States provided the lion’s share of the Trust’s funds. The remaining came from external NGO’s and a few South African Donors. Between 1992 and 1995, the Trust received approximately R30 million. It still has a residue of funds for the oversight of the Somafco Archives and the Somafco Research Project.

the Trust commissioned Alpheus Manghezi and Mohammed Tikly to visit Somafco, to
report on its two Settlements, Dakawa and Mazimbu, and to assess the ANC

The Batlagae Trust underlines its
activities of financial and welfare support and assistance for the returnees
from exile. However it also offered financial supports to those who remained
behind and who were from disadvantaged backgrounds that could not support their
studies. The Batlagae Trust did not only offer financial and welfare support,
it also had other projects that were aimed at improving educational needs of
learners, encouraging and improving research. Its Bursary Programme,
In arranging these records we used
a format methodology instead of arranging them by their content. The reason we
did this is because the quantity of the contents was too small that it could
not form or justify a series. There are six series (I) Correspondence, (II)
Discussion Documents, (III) Financial Documents, (IV) Minutes of Meetings, (V)
Photographs and (VI) Reports. The Correspondence series has been arranged
alphabetically according to the activities and function of Batlagae. Most of
the correspondence is between Batlagae and the donors and some institutions
that were funded by the Trust. This

Financial Documents series contains
financial records of the Batlagae between 1992 – 1996. These documents relates
to funds that were donated by various donors, funds that were given to various
institutions and/or individuals by the Trust as well as cashbooks. These

The records of Batlagae were in some order and we kept and followed the order that they were in, however, in some instances there was no order, and we had to put those documents in an orderly manner in the series and arrange them chronological.
Although the Batlagae records are supposedly about the activities of the Trust about 30 percent of the documents do not relate to the activities of the Trust. For instance in each series there are documents from Dakawa and Mazimbu, Khuphuka Step, Youth Education Trust and the African National Congress. These records were integrated with the Batlagae records because Mohammed Tikly, the Executive Director of Batlagae Trust was involved in the activities of these organisations at the same time as he was the Executive Director. His activities in these institutions and organisations ran at the same period as the Batlagae Trust, and their documents reflect this.
