History
The Chief Representatives of the African National Congress working in the foreign missions around the world did not, on the whole, leave records of the history of their office in their files. (Reports of their work were sent to the ANC headquarters in Lusaka and the information should be available in that archive.) Lacking in the mission archives is composite information on when they were opened, who were the first incumbents, who followed, the dates involved and so on.
The assassination of Dulcie September in Paris is an exception. Ms. September the Chief Representative of the ANC for France, Switzerland and Luxembourg, was shot in the head at around 10a.m. on Tuesday the 29th March 1988, on the 4th floor at 28 rue des Petites-Ecuries. She had been working in Paris since July 1983 and had established a reputation for effectiveness and simplicity. She was warm, intelligent and well-loved. Many thousands of French people attended her funeral carrying banners acclaiming `Dulcie etait notre amie' (Dulcie was our friend). The archive has a full collection of the press reports, letters and tributes that poured into the ANC office.
Before Dulcie September, Neo Nmuzana was the ANC representative based in Paris and he was possibly the first person to hold the post which had an extensive brief from the NEC. The early 1980's was a difficult time to establish an ANC base. Thatcherism was beginning to take hold in the United Kingdom. Mrs. Margaret Thatcher, the Conservative Prime Minister of the U.K. from 1979-1990 had publicly referred to Mandela as a "terrorist". She was vehemently opposed to sanctions against South Africa on the basis of her avowed support for 'free market economics.' The ANC offices were dependent on their contacts with the trades unions and sympathetic groups like Oxfam and Amnesty International. The CGT (Confederation Generale du Travail) were staunch in their support of Nmuzana's work and even more so when Dulcie extended the ANC bases.
The French government was anxious to maintain its links with the Apartheid Government. Its nuclear programme and sale of arms to South Africa were overriding interests that smothered the growing moral imperatives. Dulcie worked tirelessly to mobilise French opposition and as she did so the paperwork piled up and the files burst at the seams. She established contact with NGO's, women's organisations, trades unions, and political groupings of various shades. As events in South Africa changed official French attitudes to some degree, she forged a working relationship with the French Government and the foreign embassies.
MRAP (Mouvement Contre le Racisme et pour l'Amitie entre les Peuples) were supportive from the start of the ANC Mission, and the UFF (l'Union des Femmes Francaises) were helpful to Dulcie organising meetings, seminars, etc. Two weeks before she was murdered Dulcie spoke at an International Women's Day meeting of the UFF at Trignac en Loire attended by over 200 people.
After Dulcie was murdered, Solly Smith was sent to the Paris Office. It was then discovered that he was in the employ of the South African police and had infiltrated the ANC. Michael Msizi was appointed and closed the mission in 1992.
Scope and Content Note
The French Mission records of the ANC are stored in 66 boxes with 428 folders and one Oversize box. The papers are divided into 10 series: Subject, Correspondence, Press Clippings, Publications, Projects, Newspapers, Honours/Awards, Memorabilia, Photographs, and Telex Messages. The numbering of the folders in each series starts anew from 1 thus facilitating any future records to be added in an orderly way.
The Subject Series I has 141 folders in boxes 1–26. Boxes 1 to 6 contain ANC records such as reports, statements, declarations and general anti-apartheid material. Boxes next include the Bantustans, Black Consciousness, CODESA. The Arusha conference, constitutions. COSATU, Cuba, De Klerk and the Dulcie September assassination are in Boxes 10-13 followed by European and French records, the Groote Schuur Minute and Inkatha inter alia. Boxes 16 to 21 hold interviews, records from the Israel-Chile-S.African axis, oil and nuclear matters, political prisoners, Mandela, S.A. Liberation organisations e.g. SWAPO, racism in the USA, Sanctions. In boxes 23 to 26 there are reports of the SACP, O.R. Tambo, the UN and Women's conferences, etc.
The Correspondence Series II divides into two sub-series:- (A) - Dulcie September, and (B) - Solly Smith and Michael Msizi. Dulcie September correspondence is in boxes 27 to 36 from 1981 to March 1988 when she was assassinated. Expressions of outrage from across the world followed. The Solly Smith/Michael Msizi correspondence is in boxes 36 to 38 from 1984 to 1994. The correspondence in both sub-series come from organisations and individuals world-wide and from ANC HQ. A large volume of correspondence appears in the telexes series.
The Press Clippings Series III are in boxes 39-42, in 11 folders from 1981-1994.
The Publications
Series IV consists of 15 boxes, nos.
43-57, folders 1 to 108. The series
holds anti-apartheid publications from world organisations, mostly French and
translations of ANC material. Sub-series are SWAPO, boxes 47 and 48; Palestine
box 49, European Community box
50, French anti-apartheid boxes 51-54 and boxes 55-57 hold Swiss-French-German publications and from French-speaking countries.
The Projects
Series V are the Oil Embargo, box 59 and SOMAFCO box 60.
The Newspaper Series VI is mainly Anti-Apartheid News from 1983 to 1993, and French papers in 11 folders in boxes 60 and 61
Honours/Awards Series VII bestows awards such as Citoyens d’Honneur, the naming of streets, halls and schools after Nelson Mandela in 9 folders of box 62.
The Memorabilia Series VIII in box 63
contains Memory books for Dulcie September, old diaries, stickers, recording
books for periodicals, held in 6 folders.
The Photographs Series 1X are 117 photos in box 64 in 11 folders of Steve Biko’s grave, Mandela, children at SOMAFCO and Dulcie September at work all over France.
The Telex Messages Series X holds important information on the work of the ANC in its missions and their functionaries, in the 9 folders of boxes 65 and 66.
The Oversize Box 67 contains copies of the National Front newspaper Patriote from 1944-1983; and includes an award to Mandela and to Dulcie September inter alia.
